A beam of light resembling the shape of a dragon came out from a coffin of the Ming Dynasty (1368 - 1644) was captured on camera by a Chinese photographer when he was filming in a cave with ancient tombs in Guizhou Province (贵州都匀) last year.

A 7,000 years old human remain in China was found to be accompanied with a dragon made of shells on his left site in the east direction and a tiger figer in the same materail on the right in the west direction, forming an ideal feng shui geo setting that is called 左青龙右白虎。

On the wall of the tomb there are murals depicting men riding on dragon and tiger respectively. In the Chinese mythology, most beasts including divine creatures like dragon, phoenix and unicorns are just daily bio transportation for ancient Chinese cultivators.

温总理关于农村基本经营制度的表述让我百思不得其解

近日,温总理在《求是》杂志上发表的文章《中国农业和农村发展道路》对农村“基本交易制度”则是这样表述的:

“要毫不动摇地稳定和完善农村基本经营制度。以家庭承包经营为基础、统分结合的双层经营体制,是农村的基本经营制度。对这项制度,我们历来讲两句话。讲稳定,是因为这项制度适应社会主义市场经济体制、符合农业生产特点、符合农民群众愿望,是党的农村政策的基石。讲完善,是因为农业生产力在发展,农业生产关系必须不断地与之相适应。实际上我们一直在完善这项制度。从收入分配看,开始是‘交够国家的、留足集体的,剩下全是自己的’,现在全都由农民自己支配。从承包期限看,第一轮是15年不变,第二轮延长为30年不变,现在又进一步明确为长久不变。从统分结合的关系看,过去的“统”单纯靠村组集体,现在靠农民合作和多元化、多层次、多形式的经营服务体系。”

《宪法》对农村“基本经营制度”的规定明确包含了如下意思:第一,集体经济组织和家庭之间是发包和承包关系。“家庭承包经营”是农村集体经济组织内的基础性经营活动;第二,在农村集体经济组织内部,实行双层经营,集体负责统的(做一家一户做不好的事情)经营,如水利/防疫等/技术/购销;农户负责分的(适合家庭做的事情)经营,如农作物的生产管理等。

2008年十七届三中全会《决议》对我国农村“基本经营制度”的表述,重申了“基本经营制度”的重要性,强调了集体经济组织和家庭之间的“承包关系”长期稳定的必要性。2008年《决议》的表述和〈宪法〉的表述是基本一致的。即:“承包关系”(集体经济组织是发包者,家庭是承包者)和“统分结合关系”。

但温总理在《中国农业和农村发展道路》一文中关于农村“基本经营制度”的表述就十分诡异了. 一方面,温总理强调了“基本经营制度”的重要性;另一方面,温总理却把“基本经营制度”存在的根都拔起来了。第一,温总理“从承包期限看,第一轮是15年不变,第二轮延长为30年不变,现在又进一步明确为长久不变”的表述,第一次把集体和农户的“承包关系——集体是发包者、家庭是承包者”的“长久不变”说成了“承包期限”的“长久不变”,温总理并且说“从收入分配看,开始是‘交够国家的、留足集体的,剩下全是自己的’,现在全都由农民自己支配”。这句话的意思是农户不用给集体交承包费了,这实际上是彻底否定了农户和集体之间的“发包和承包关系”。如果把“承包关系”的“长久不变”说成是“承包期限”的 “长久不变”,把“有偿承包”改为“无偿承包”,这实际上就从根上废除了“土地集体所有制”和“以家庭经营为基础 、统分结合双层经营体制”的“基本经营制度”。

基本的常识是:在农业的“生产、加工、流通/交换、分配、消费”或“生产和产前、产中、产后服务”的各个环节中,唯有生产环节是最不赚钱的。小农家庭经营怎么能够靠市场化、社会化的服务体系来支撑呢?这如何维持小农家庭经营和实现共同富裕呢?

基本的常识是:离开了“土地集体所有制”,农业的“基本经营制度”是不存在的,农民的“基本组织制度——村社制度”是不能存在的,农村的“基本治理制度——村民民主自治制度”也是不能存在的。这“三项基本制度”是一个整体,土地集体所有制是其存在的前提。土地集体所有制决定“基本经营制度”,“基本经营制度”是“基本组织制度”和“基本治理制度”的基础。

基本的常识是:在市场经济条件下,失去了“土地集体所有制”和“三项基本制度”保护的分散小农,就很容易沦为“市场贱民,社会流民,政治贫民”的。

基本的常识是:背离了“土地集体所有制”,就背离了“耕者有其田”,背离了“耕者有其田”,中国的粮食安全、社会稳定就失去了基石。

基本的常识是:真正坚持“土地集体所有制”和“双层经营体制”的2000多个村庄,在市场经济条件下,焕发出了无穷无尽的活力,都已经成为新时期共同富裕和和谐社会建设的典范村了;而带头“分田单干”的小岗村,连支部书记、村主任都要省委省政府派人担任,早在1985年之后就开始步入全国落后村庄代表的行列了。温总理为何视而不见呢?

基本的常识是:中国农村的土地占有已经极不平衡了,例如贵州、云南等地,有30%的非农民占有30%左右的农地,有30%的真正农民却一分地都没有您的“承包期长久不变”和“种地不交钱了”的政策,将导致多大的不公平啊!这无疑是给平静的农村社会投入一颗巨大的原子弹啊!

[基本的常识是: ] 土地集体所有制和“统分结合的基本经营制度”是中国共产党和中国人民用无数鲜血和生命换来的最宝贵的制度资产,是保佑我中华民族在现代化转型进程中战胜各种曲折和大风大浪的经济基石、政治基石和社会基石啊![你温家宝有什么权利因一人之见或数人之利说改就改?这难道不是太独裁了吗?]

温总理的讲话让人摸不着头脑,否定了农村土地集体所有制,等于彻底就把农村解构了,再想搞什么乡村建设,就几乎不可能了。

China's Scholar Today

This is a sharp observation and well thought out comment about Chinese intellectuals/scholars today made by Wang Shaoguang (王绍光), a professor at the Chinese University of Hong Kong and the chief editor for The China Review, during his interview with a Guangdong-based media.

不论反右运动发生的历史背景如何,但几十万民主党派人士和知识分子经过“引蛇出洞”,后来又被扣上右派的帽子,是不是在客观上造成了此后知识分子讳言政治、讳言国事的情形?

王绍光

这个说法有点问题。首先,当时称得上“知识分子”真的是凤毛麟角,占人口很小、很小的比例。按那时的标准,今天中国城市里大多数人都可以称得上是“知识分子”了。其次,为什么只关心知识分子的参政议政,而不关心普通工农大众参政议政?,54年宪法赋予公民选举权,那时候的人真的是欢天喜地,选国家主席,那是一件非常大、非常大的事情。

如果说,因为五七年反右造成了今天知识分子远离政治,就是用逻辑代表历史,但是这个逻辑是不符合历史事实的。即使在文革期间有很多右派都出来翻案,他们当了造反派,他们变成造反派得势的时候甚至去迫害当时把他们打成右派的人,比如有一个很有名的右派诗人叫XX,他文革中间是很有名的造反派,写了一些歌颂和鼓动武斗的诗歌。现在右派都是讲文革中间自己受了多少迫害,但是文革中间,他们有些人是造反派,迫害别人的时候他们也一点点不比别人不疯狂,可能更疯狂。所以人是不会学到教训的,虽然57年吓了一下,但是以后一逮到机会,还是要说话,今天还是会说话,哪有不说话的?往往是那些说话最多的人说我们不敢说话,是不是?所以我觉得不是这样的,现在这些知识分子哪些话没有说?只是说推翻共产党这句话没有人在正式场合说。讲宪政,讲私有财产,所有的政策应该怎么样,不应该怎么样,哪句话没说?都说了。西山会议,不是当着共产党的官员说的吗?所以都是敢说的,哪有什么胆小的?

总体来讲,知识分子参政议政的情形是有所改善的。

王绍光

精英谈的参与都是高层次的参与,都是所谓的政治参与,都是要参加选举的参与,但是,跟工人农民和普通民众关系最密切的事情,是他(她)在企业里面,在工作的八小时里面,他的命运,他的待遇这些问题。他自己能不能参与呢?以前有一点参与的权利,现在却消失了,完全被工具化了。

所以,在参与方面,我觉得知识分子总体是改善了,但是工人农民不一定改善了,是恶化了。

您认为,知识分子应该和政府保持一种什么关系比较恰当?

王绍光

知识分子没有任何特权,你可以说话,政府可以听也可以不听;既然知识分子没有什么特权,他们除了要呼吁自己参与以外,也要关心普通的民众的参与。我看有些所谓“知识分子”太看重自己,把其他东西忽略掉了,而且很大程度上工农的权利被剥夺是某些知识分子忽悠出来的。

比方说产权,一旦产权定了,资本家就可以决定这个工厂的事情怎么办,但是另一种理论讲人权比产权重要。哪怕政治上的领导者是选出来的,但是资本家不是选出来的,资本家做的决定会影响一个企业几百人、几千人的命运,把一个人开除可以影响一家人的生计。资本家的决策权为什么不应该受到工人参与的制约,这是毫无道理的。一些知识分子把产权说成天经地义的事情,参与经济和社会决策过程的人权反而不是天经地义的。

我们讲经济民主,就是说所有利益相关者都可以在跟他们利益相关的地方有发言权、有参与权,一个企业不光是老板有权利决定,普通的工人也是利益相关者,甚至工厂周围居住的居民也是利益相关者,比如排污,你可能影响到工厂周围的居民,或者你在上游排污,下游的企业也是你的利益相关者,所以利益相关者远远超过几个投资者。而我们的产权理论就是讲我们的企业是老板的,他做任何决策都是理所应当的,有些经济学家就来证明为什么应该是这个样子,这完全是为了剥削辩护。所以,我觉得有些读过几天书的知识分子太把自己当回事。虽然我自己受了几年教育,但是我十分瞧不起这类“知识分子”。

跟国外的情况比起来,中国知识分子对政府决策的影响的确很大。

王绍光

太大了,不成比例。你看政协是精英俱乐部,政协里面几乎没有地地道道的农民了,人大里面工人、农民也越来越少。这些我们也计算过,80年代初,人大里面有50%以上是工人、农民,现在完全不是,现在大概20%左右。他们占人口的比重可不是20%。

你怎么看今天中国知识分子的命运问题?

王绍光

我现在不太关心知识分子的命运,我比较关心工人农民的命运。相对而言,知识分子的命运已经很好的,跟中国其它阶层比起来,他们是最好的了。比如,以前有一句话讲:造导弹的不如卖茶叶蛋的,即使在这句话最盛行的时候,工人的工资也从来没有跟知识分子能比的时候。由于这句话,他们能影响或者忽悠决策者,他们命运的改变、福利提高的速度也快得多. 他们在人大政协里面所占比重提得越高,他们待遇提高的速度就越快。

我不知道他们为什么老是会问知识分子命运的问题?关心工农大众的命运更重要。

改革开放以后,尤其到上世纪九十年代中后期,知识分子圈子化、利益集团化的趋势确实很明显。最近一、两年媒体上关于这个问题的争论也逐渐明晰起来,对于主流经济学家的质疑就是很好的例子。对此,您有什么看法?

王绍光

我觉得现代史已经被歪曲掉了,在局外人看来,中国政治里面充满了荒唐、充满了疯狂——这不符合逻辑,也不符合历史的事实,但是知识分子为了他们的利益叙述历史,就不得不把这些历史展示成那样的方式。如果用那种方式展示,历史就变得非常疯狂,没有道理的疯狂,但是当你真正挖掘史料的时候,发现历史不是那样,它有自己的逻辑,这个逻辑已经不是谁对谁不对的问题,而是说,在当时的历史环境下,有不同社会集团之间的竞争,矛盾就用那种方式展现出来了,它们是有内在逻辑的,如果掌握了这个逻辑你可以一直追溯到土改,有很多事情就说得清楚,但是你没有这个逻辑一切都说不清楚。

今天,我们看到大量的历史被颠倒、被歪曲、被简化、被后人的叙述方式重新解读,但这个历史就不是原来的历史了。57年是如此,土改是如此,大跃进是如此,文革是如此,几乎都是如此。刚解放时有句口号,叫“把颠倒的历史再颠倒过来”。现在似乎有重提的必要。

会不会有人因此质疑你们跟政府关系太过密切,怀疑你们作为知识分子的独立性。

王绍光

我从来没有为政府说话。我也觉得,独立性本身并没有任何的道德优势,如果故意要装出独立的姿态,我觉得这还是知识分子自恋的表现。如果我的研究有助于政府决策,对这个国家,对人民有好处,为什么不做?

有些所谓“公共知识分子”就是嚷嚷两句,批评两句,但是从来不做任何研究。你用“GOOGLE学术搜索”去查,有些所谓非常“著名”的学者,几乎从来不被学术刊物引用,也没有几篇文章发表到学术刊物上,他们的文章往往只有强词夺理的观点,没有脚踏实地的研究。

Dear Editor,

May I extend my warmest Chinese New Year best wishes to all the workers at Multipletext.com for all their hard work to present the human picture of China with its sometimes quirky whimsical style laced with hard hitting comments both on China and the world especially the putrefying sore thumb called USA.

Multipletext has helped me to understand so much of China. And there is so much yet to take in but certainly Multipletext shows China warts and all- the beautiful, the ugly, the old which I love and the new which I wonder about.

Yes China is marching forward with a new perspective of the world which others do not yet grasp.

The West never stops ridiculing and condemning China for what they see as not conforming with their ideal "democratic" world which they themselves totally fail to uphold. They crudely practice in a half baked way what Abraham Lincoln said about government of the people for the people by the people. They still practice their imperialist aggression against weaker nations and try to assert their control by creating puppet regimes in the name of "democracy". And they laugh when China stumbles and they foment unrest in China and continue to encircle China in their effort to stifle its full flowering as a nation.

Well, we see they have state capitalism. It can only be good if it can bring the rewards to the hundreds of millions of still very poor Chinese. The worry is where does it go from here.

On the positive side, the Chinese are showing the world that China can prosper and share its wealth and knowledge in its quiet unassuming way in helping third world nations. In its own way China is helping the Third World to become more independent of the Western colonial world which still owns and control much of the world's resources. It all began when China proudly stood up in 1949.

China also now leads the way on promoting the ideal of world peace and how to go about it without committing great crimes against humanity. Yet it is steering in very dangerous waters as the sore thumb of a nation is setting up traps to provoke and trigger of a world war to re-assert its domination.

In the past year China also learned not to trust Mandarin speaking smart asses who secretly plotted with the sore thumb to attack China and arrogantly tells China how to run its foreign policy. When did the Australia Foreign Minister became the Foreign Minister of China? What a laugh!

So the year of the Black Water Dragon is China's year. Let's hope it will be bring all the best for China and prevent any untoward things happening to China.

China's Scholar Exam 2012

The scholar examination system is a revolutionary invention initiated by empror of Sui (隋朝: 581 - 618), a dynasty prior to Tang. Similar to all early forms of civilization in human history, China used to be a feudal society with rigid hierarchical structure based on one's social inheritance. But more than 2,000 years ago when the emperors of Han (202BC - 220AD) accepted Confucius humanitarian teaching as the fundamental principle of ethics and believed that all men should have equal rights to gain access to education (有教无类) and job opportunity (帝王将相,宁有种乎!) , the feudalism was abolished, and the government officials were individually selected from citizens by recommendation based on academic achievement and moral standanrd. But this arrangement was too subjective and arbitrary thus an anonymous written exam system was born.

When the Europeans adapted Chinese civil service exam practice and further development it into a tertiary education assessment and reward system and a public service exam system, the system in China lost its novelty and was decaying. Manchus dragged China back to their stone age and removed the subjects of science and technology from the examination. The so-called scholars of Qing Dynasty were on the whole just a bunch of smart ass with little wisdom, a group of crafty pettifoggers with no real skills, a collections of spin doctors with no principles. They were willing to serve anybody who was rich and powerful and could pay them with fame and wealth, regardless who they were and if they were for or against Chinese interest: be they Manchus, Japanese, or other China-destroyer aliens.

Chinese New Year's day 2012 falls on the national day of Ming Dynasty. . On January 23, 1368, the last Chinese dynasty Ming was born when the first Ming emperor announced in Nanjing that Chinese nation regained liberation and independence after nearly 100 years under an apartheid colonial rule of the Mongols.

What a great coincidence! Or is it just a coincidence? Really?

By any account, 2012 the year of Chinese Dragon will be a time of amazing significance. At this special turning point, a group of young Chinese, most born in 80s, produced a new year's show to celebrate the occasion. The following are some images from the show which is recorded on a four-part video series:

It was an era of Warring States (战国) long before Jesus, the ambitious kingdom Qin (秦) in the west was a militarily advanced super power and threatened everybody with war and invasion.

So the 6 small and weak kingdoms set up War-see Treaty Organization, and elected Chu (楚) as the head of the 5+1 pack, with Qu Yuan (屈原), a high official from Chu, working to ensure the alliance's relevance and effectiveness to address the border security challenges.

In order to break up this united front, Zhang Yi (张仪), Qin's secretary of state, visited Chu. With generous offer of gold and silver, he secretly recruited some court officials, top consultants as his allies and constituents (线人). He also covertly presented king's wife, a professional collector of jewellery and precious stones, with a pair of white jade that worth 100,000 gold ingots at market price. Thus the greedy wife and the corrupted officials and the sinister consultants made a joint effort to persuade the king to leave the 5+1 pack and to form a strategic partnership with Qin instead.

But the gang's attempt met with a strong opposition from Qu Yuan who reminded the king that Qin meant war. Yet the king was charmed by Zhang Yi's land deal that promised to reward him 600 square lis if he withdrew from the alliance. The king cried out in jubilance, allegedly, "600 lis, my Heaven's, how many luxury houses can be developed there and how many gm rice can be planted there and how many golf courses can be built there and how many GDP can be produced there ...." (oops, we get carried away a bit too far and messed up two eras .... haut!)

Back to Qin. Allegedly, on his decree posted on a bamboo slip publication The Eras, the king of Qin praised the king of Chu as one of the nine top individuals, and the only non Qin citizens, made the most notable contributions to Qin's strategic military advancement, and invited the Chu King to hold a G2 summit in the middle of somewhere (the historical truth of this meeting part can be verified by any history books). The Chu King accepted. Once again, Qu Yuan urged the king not to go, and told his lord to his face (allegedly too) that "a kingdom without principle is like a man without dignity."

The angry king fired Qu Yuan and evicted him from the capital to wild rural area, and it was in there the great patriot created a large volume of poems which become the first class classics in Chinese literary heritage.

Before long, the kingdoms that were betrayed by Chu imposed an active military section against Chu. Instead of helping Chu to defend itself, Qin took this opportunity to mount an attack on its military partner. Eventually, Chu King was captured when he was tricked to visit Qin for peace talk and died as a war prisoner. Years later, the entire Chu kingdom was destroyed by Qin army and a quarter million lives lost.

When Qu Yuan learned Chu's fate, he plunged into River Poluo (汨罗江). It was year 278BC.

After millions more Chinese heads were chopped off for refusing to adapt a pigtail fashion, and millions more Chinese bodies were stabbed for objecting to put on a Manchu dress that made them looked like a circus clown, the general population of China resigned to their fate. Except Daoists. These courageous and clever group of people are the only Chinese who remain faithful to authentic Chinese tradition in spirit and in appearance to this very day.

The resurrection of the authentic Chinese culture and the upgrade of the human civilization before the middle of the 21st century are the events pronounced by various Daoist sects since more than 2,000 year ago. It is certainly not a trend that American regime can thwart with war, that global capitalists can spoil with money, that Christian church can foil with doomsday theory, that some Manchus can avert with their farcical show of Heaven praying during Chinese New Year festival at Ming emperor's Heaven Alter in Chinese capital. They may fancy they can enlist the higher force to help them to once again condemn Chinese nation to a wretched situation as they did before, but they don't understand that by harbouring such anti-humanity ambition and by hanging on to their criminal ancestors, this group may ruin its own chance to move forward into the new era with the rest of the population in China. Those who brought calamity to themselves through harming others can be saved by no one.
